When a shop sends an estimate, it waits under Appointments > Approvals.

Approval rules

Settings > Approval rules sets what's approved automatically under an amount, for the whole company, a department or a vehicle.

Each person can approve up to their own limit. Every decision is recorded with who made it and when.
